West Bengal Brings Watershed Planning into Gram Sabhas

West Bengal began a Reform Utsav on 2 October 2026 to connect watershed development with Gram Sabha-based local planning. The reported watershed coverage is about 1. 29 lakh hectares, with around 2. 29 lakh marginal farmers and agriculture-dependent people linked to benefits from watershed interventions. Current activities include improved seed, farm equipment, crop diversification, horticulture and soil and water conservation.

The issue is important in a state dominated by small farms: the Agriculture Department records 71. 23 lakh farm families, of whom 96% are small and marginal farmers; the average holding is only 0. 77 hectare. The state’s net cropped area is about 52. 05 lakh hectares, and cropping intensity is 184%.

Watershed planning is linked with WDC-PMKSY 2. 0, where cost norms are ₹22,000 per hectare for plains and ₹28,000 for hilly or difficult areas. The programme includes soil-moisture conservation, water harvesting, protective irrigation, horticulture, afforestation, fisheries, livestock, apiculture, sericulture, integrated farming and livelihood diversification. By bringing these decisions into Gram Sabhas, villages can identify where runoff leaves the landscape, where erosion occurs, which water bodies need restoration and which livelihoods require more reliable water. Future impact must be measured by hectares treated, water-storage capacity, protective irrigation, changes in cropping pattern, horticulture area, farm productivity and locally identified priorities funded through Panchayat plans.

The Gram Sabha route is important because watershed work often fails when structures are chosen without community knowledge of drainage, erosion and land use. If village priorities are recorded before technical design, the final plan can combine local experience with scientific treatment of the watershed.
