Odisha has launched a 44-day statewide campaign against child labour, placing Panchayats and local communities at the centre of identification, prevention, awareness and the return of children to education. The campaign began on 2 October 2026, with special Gram Sabhas and village-level activities intended to bring the issue into public discussion.

A Panchayat-centred approach is important because child labour is rarely only an enforcement problem. Household poverty, family debt, seasonal migration, disrupted schooling, limited access to secondary education and informal employment can all contribute to children entering work. Identifying a child at work is therefore only the first stage; a durable response requires return to school and attention to the household conditions that contributed to labour.

The campaign creates an opportunity to connect school enrolment and attendance data with social-protection eligibility, livelihood programmes, migration patterns and child-protection mechanisms. Useful outcome indicators include children identified, children withdrawn from labour, re-enrolment, attendance after six and twelve months, families linked to social protection, and independent verification of child-labour-free Panchayats.

The initiative has direct links with SDG 4 on education, SDG 8.7 on ending child labour, SDG 1 on poverty and SDG 16 on effective institutions. Its longer-term significance will depend on whether Panchayat-level monitoring continues after the campaign period ends.
