HCLFoundation–IWMI Partnership Links CSR with Rural Water Science
The International Water Management Institute and HCLFoundation signed an MoU on 24 September 2026 to develop locally adapted water-security and climate-resilience interventions for vulnerable rural districts. The agreement was signed during the 9th India International Water Week and is designed to combine IWMI’s scientific research capacity with HCLFoundation’s CSR implementation network. The focus is on rural geographies where water stress, climate risk, livelihood vulnerability and social marginality overlap.
Instead of applying one standard water-management model, the partnership will assess local hydrology, climate exposure, livelihood systems and community conditions before designing interventions. Women and marginalised groups are specifically identified as participants in managing scarce water resources and adapting to climate risk. HCLFoundation’s Samuday programme gives the partnership a field base: by September 2026 it was working in 674 Gram Panchayats across 14 districts of Uttar Pradesh and Tamil Nadu, reaching more than 3 million people.
HCLFoundation has also reported broader environmental work involving about 74,000 acres under community management and more than 155 billion litres of cumulative water harvesting. These are portfolio figures, not results of the new MoU. The new partnership’s value will depend on measurable outcomes such as improved water availability, groundwater response, reduced seasonal stress, sustained community management and livelihood resilience.
The practical value of this model will be visible only after baseline and follow-up water data are published. Useful indicators include seasonal water storage, functioning structures, recharge behaviour, drinking-water reliability, farm-water access, household time saved and the proportion of local institutions continuing maintenance after CSR support is reduced.
