2.42 Lakh Special Gram Sabhas Begin Village Planning for 2027–28
Around 2. 42 lakh Special Gram Sabhas were convened across India on 2 October 2026 as the People’s Plan Campaign 2026–27, “Sabki Yojana, Sabka Vikas,” opened the planning cycle for Gram Panchayat Development Plans for FY 2027–28. The process places local deliberation before project selection, so that villages can review public services, identify gaps and set priorities before the final plan is prepared. More than 2.
55 lakh Gram Panchayats already use eGramSwaraj for uploading plans. Panchayati Raj financial systems are also digitalising at scale: over 2. 59 lakh PRIs were integrated with PFMS, more than 2. 50 lakh institutions were making online payments, and transactions of ₹53,342 crore were processed through eGramSwaraj-PFMS in 2025–26.
The Gram Sabhas are expected to examine livelihoods, water, sanitation, waste management, local infrastructure, Panchayat finances, employment, cooperatives, women and child development, property records and social protection. The Panchayat Advancement Index gives a further data base for identifying local strengths and gaps across SDG-linked themes. The operational sequence now moves from community discussion to activity proposals, convergence with available resources, GPDP approval and digital recording. The main test will be how many locally identified needs enter final Panchayat plans and receive follow-up implementation.
The monitoring challenge is now to compare approved plans with Gram Sabha priorities, track whether women and poorer households actually speak in the meetings, and measure completion of works entered in the digital system. Planning will matter only when the village can see how its suggestions become funded activities and maintained public assets. The planning cycle will be judged by whether priorities identified in the Gram Sabha are financed, completed and reported back to residents.
