Thailand issued a 15-year sovereign sustainability-linked bond worth 25 billion baht, or about $750 million, on 17 September, according to an Asian Development Bank release published on 2 October. ADB says it is the first sovereign bond in Asia and the Pacific with a nature-related performance indicator. The issuance is completed; its environmental outcomes are future tests.
One benchmark concerns greenhouse-gas emissions by 2035. Another calls for conservation and management of at least 30% of the country's terrestrial and inland-water areas through protected areas or other effective measures by 2030. The bond drew subscriptions 2.8 times the planned 15-billion-baht issue amount, ADB said. Investor demand shows appetite for the instrument, but does not establish that biodiversity or emissions goals have been achieved.
Case detail
ADB's support included selection of performance indicators, coordination among partners and review of the bond framework against international standards. Technical assistance came through the Green Social Sustainability and Other-labelled Finance Initiative, with support from the Nature Solutions Finance Hub. The transaction builds on Thailand's inaugural issuance in 2024 and adds a nature-related indicator.
The subscription multiple is measured against the initially planned 15-billion-baht issue, while the final amount raised was 25 billion baht; these are distinct figures. The nature benchmark concerns protected areas and other effective area-based conservation measures. Issuing the bond establishes a financing instrument with stated objectives. Assessing its environmental performance requires subsequent reporting on those objectives, rather than relying on the amount borrowed or the level of investor demand.
Evidence and delivery status
The bond was sold on 17 September and reported by ADB during the coverage week. Funds raised and future conservation performance are distinct. The release also identifies an emissions-related objective; this case retains the clearly stated nature benchmark and does not treat either environmental objective as an achieved result.
