The Asian Development Bank approved a $20.5 million grant on 2 October to modernize Tajikistan's social-insurance and pension system. The package includes $19.5 million from ADB's concessional fund and $1 million from a Japan-financed technology fund. ADB says $12.32 million of its concessional portion forms part of a response to economic effects of the Middle East conflict.

The project plans secure data centres, digitized records, a unified service platform and stronger cybersecurity, alongside upgrades to offices in Dushanbe and Bokhtar. ADB expects faster and safer services for at least 320,000 existing contributors and 250,000 pensioners. Those people already exist in the system; the numbers are the planned service reach, not new pension enrolments already achieved.

Case detail

Modernization will cover both administration and access. Records will be digitized, staff trained and information shared more effectively with other government agencies. ADB identifies informal and self-employed workers, labour migrants and their families as groups whose coverage the project seeks to expand. It also plans to help women with limited benefit access enrol and connect with services, including maternal health care and protection from violence.

These are planned features of the programme. The existing contributor and pensioner counts describe its service base; they should not be relabelled as newly enrolled people. The $12.32 million crisis-response component is contained within the $19.5 million Asian Development Fund grant. It is not an additional sum on top of the $20.5 million package.

Evidence and delivery status

The grant is an approved investment in system modernization and coverage expansion. It does not establish that pension benefits have risen or that newly eligible workers are already enrolled. The case distinguishes an existing service population from the additional groups the project intends to reach.
