The Asian Development Bank approved a $100 million results-based loan for Sri Lanka's technical and vocational education system, in a release published on 30 September. The programme is intended to connect training more closely to employer demand and increase opportunities for young people and women, including in engineering, construction, information technology and renewable energy.

Implementation is scheduled for 2027-31. ADB expects the nationwide effort to directly benefit more than 100,000 young people. Planned measures include an automotive technology centre of excellence, a network of training hubs across all nine provinces, new courses, career guidance, industry involvement in certification and a digital training-management system. The financing comprises $50 million on regular terms and $50 million concessional, with a separate $500,000 technical-assistance grant.

Case detail

The planned training network uses a hub-and-spoke model to connect institutions across all nine provinces. Career guidance for secondary-school students, teacher development and coordination between schools and training institutions are intended to improve the transition into vocational study. Employers are to participate in workplace learning, skills assessment and certification.

A national accreditation system, performance-based financing and a unified digital information system are part of the governance design. These measures address course quality and the relationship between training and labour-market demand, alongside physical facilities. The source page is dated 30 September, while its Colombo dateline is 29 September. The programme's implementation window begins in 2027, so neither the planned hubs nor the projected training reach should be reported as completed this week.

Evidence and delivery status

ADB reports skills shortages, high youth unemployment and low female labour-force participation as the setting for the reforms. The financing is approved, while training expansion and employment effects lie ahead. More than 100,000 intended beneficiaries is not a count of graduates, certifications or jobs already secured.
