The Philippines launched an abridged National Plastic Action Roadmap for 2026-40, UNDP reported on 30 September. Led by the Department of Environment and Natural Resources and developed through the National Plastic Action Partnership, it sets an ambition to reduce plastic pollution by 85% by 2040. The percentage is a future national target, not a measured reduction.

The roadmap connects product design and prevention with reuse, collection, recovery, recycling and safe handling of residual waste. It identifies ten outcomes, including prevention at source, stronger waste systems, responsible trade in plastic materials, viable circular businesses and better data. UNDP says development began in 2025 with input from government, industry, researchers, civil society and communities.

Case detail

The launch concerned an abridged version of the national roadmap. It aligns the Ecological Solid Waste Management Act, the Extended Producer Responsibility Act and existing marine-litter and sustainable-consumption plans. Its ten outcomes include six core changes to material flows and markets, supported by four enabling outcomes covering inclusion, behaviour, evidence and governance.

UNDP serves as technical secretariat of the national partnership, which brought together institutions and communities during development of the plan. The source treats the outcomes as mutually reinforcing rather than a fixed sequence. Prevention and product design can reduce material entering the system, while collection and safe residuals management address what remains. The 85% ambition is a national direction for 2040; the launch is not an evaluation demonstrating that reduction.

Evidence and delivery status

The 2026-2040 roadmap provides a common direction for existing policy and implementation efforts. An 85% pollution reduction remains a future ambition. The release does not specify that the national reduction has occurred, or provide a completed investment total and implementation result for the newly launched framework.
