Himachal Pradesh Assigns Village Water Committees Source Monitoring and Water-Quality Duties
Rural Development Today | 14 October 2026 | Himachal Pradesh | Panchayati Raj, Water Security and SDG 6
Himachal Pradesh has assigned Gram Panchayat Source Augmentation Committee duties to existing Village Water and Sanitation Committees (VWSCs) under Jal Jeevan Mission 2.0. The Panchayati Raj Department issued the notification at the request of the Jal Shakti Department; it was published in the state gazette on 13 October 2026.
VWSCs will maintain village-level drinking-water source registers and supply information for digital monitoring. Their responsibilities cover water-quality testing through laboratories and field test kits; reporting drying sources, turbidity, leakage and other quality problems; and monitoring source-protection and small-scale recharge works.
The committees will contribute to village water budgets and Gram Panchayat Development Plans (GPDPs). The notification also provides for coordination with watershed-development and rural works programmes, including WDC-PMKSY 2.0. The Jal Shakti Department will provide technical support. Copies of the notification have been circulated to district and block authorities.
The 14 October report did not specify the number of VWSCs newly assigned these functions, additional funding, water sources assessed or tests completed. The notification records expanded responsibilities, not measured changes in drinking-water supply or quality.
